Paul D. Kim, MD is the Associate Director of Operations for
the Response to Emergencies and Disasters Institute at the
George Washington University, a past Director and Area Emergency
Manager for the Emergency Management Strategic Healthcare
Group of the Department of Veterans Affairs VA Healthcare
Network Upstate New York where he served as the National Disaster
Medical System Coordinator for 3 Upstate New York Federal
Coordinating Centers, Coordinator of three Primary Receiving
Centers for the DoD/VA Contingency. Previously he served as
the charter Federal Co-chair of the InterAgency Board for
Equipment Standardization and InterOperability for the Medical
Subgroup, and charter member of the Upstate New York Bioterrorism
Executive Planning Committee.
Dr. Kim has over 20 years of experience in the disaster and
emergency preparedness. During his tenure Dr. Kim has had
the responsibility of responding to and managing a wide variety
of events from the preparedness, planning, response and recovery
aspects of Comprehensive Emergency Management. The events
he has been intimately involved in range from natural disasters
to acts of workplace violence and terrorism. Dr. Kim has participated
in command and control roles for managing special events,
mass gatherings and mass casualty patient reception and repatriation.
He has also participated and assisted hospitals, schools,
communities, agencies and large businesses in building Comprehensive
Emergency Management programs as they pertain to continuity
of operations for a wide variety of catastrophic emergencies.
Dr. Kim has lectured extensively and is published in academic
and professional journals on emergency preparedness, hospital
preparedness, public safety and workplace violence. He has
authored,"Violence in the Healthcare Industry: The Newest
Epidemic", "Violence in the Healthcare Industry:
Is Anyplace Safe?", "Violence in the Healthcare
Industry: Is Your Facility Ready?", "Violence in
the Workplace: A Potential Disaster Situation"; a contributing
author to "Terrorism: Calibrating the Risk and Response
to Terrorism", and "Terrorism: New Weapons of Mass
Effect", "Emergency Medical Services Systems Development:
Lessons Learned from the United States of America for Developing
Countries".
Dr. Kim continues to serve on the DoD / DoJ InterAgency Board
on Equipment Standardization and InterOperability, the Editorial
Board of the Journal of Emergency Management and a member
of the National Coordinating Council of Emergency Management.
Paul D. Kim, MD is the recipient of numerous professional
and community awards for accomplishment and service within
the public safety & health profession. He earned his Scientiarum
Baccalaureatum from Fordham University in Psychology, his
Doctor of Medicine from the Universidad Juarez, Juarez, Mexico
and completed his clinical rotations with the University of
Massachusetts at Berkshire Medical Center in Pittsfield, Massachusetts.
